§ 2-364. Disbursement of funds to chief of police.

  • (a)

    The city treasurer shall, upon written request by the mayor or his designee, disburse to the chief of police or his designee funds, not to exceed $100,000.00, from the municipal accounts. These funds are not to be expended by the chief of police, his designee or any agent of the police department, but are to be maintained, secured and utilized, under guidelines established by the chief of police, as a necessary means of investigating criminal activity. These funds shall be returned to the city treasurer for redeposit to municipal accounts within 72 hours of the initial disbursement.

    (b)

    The policies and procedures necessary for the disbursement, maintenance and security of such funds and the forms necessary to implement such procedures shall be promulgated by the chief of police. These policies, procedures and forms shall be submitted to and approved by the finance committee of the city council, the city treasurer and the city manager. Upon disbursement of any funds pursuant to this section, copies of the necessary procedural forms shall be maintained in the office of the city treasurer for inspection by the proper officials of the city government.
