§ 82-2. Declaration of public policy; purpose of chapter.

It is declared to be the public policy of the city and the purpose of this chapter to promote the public health, safety and welfare by creating a parks and recreation department, relating to the control, regulation, maintenance and operation of all recreational facilities in areas within the city that have been intrusted to it by the city council.
