§ 118-74. Certain buildings required to have sanitary water closets, connected to sanitary sewer or sanitary septic tanks.

  • (a)

    Subject to the provisions of section 118-76, each inhabitable building or structure in the city or beyond the city limits for a distance of one mile used or intended for use for residential, commercial, industrial or institutional purposes or wherein persons are employed or congregate or are intended to be employed or congregate shall be provided by the owner, occupant or person in charge, at his own expense, with one or more sanitary flush toilets, in such number as to be reasonably sufficient to accommodate the number of persons usually resident, employed or congregating; and where persons of both sexes are employed or congregate, there shall be not less than one such sanitary water closet, enclosed so as to ensure privacy, for each sex; and such toilets shall, at the expense of the owner, occupant or person in charge of the premises, be connected to a sanitary sewer when required by section 118-61 or, if a sewer is not available under the provisions of that section, then such connection shall be made to a sanitary septic tank.

    (b)

    It shall be unlawful for any owner or agent to put any person in possession of any building, or any part, not provided with water closet accommodations except a watchman for the purpose of guarding such building or part.
